Attorney General summoned to Parliament to guide on the confusing Court Order.

“By the time we received the order the money which is the subject matter of this suit had been received by the Parliamentary Commission and had already been disbursed to the members in accordance to the supplementary application which was passed by this house in accordance to the laid down procedures of this House.” This was a statement by the Rt. Hon Speaker the Rt.Hon. Rebecca. A.  Kadaga while chairing the plenary session on 22nd of April, 2020.

This follows the Court Order issued by Justice Esta Nambayo on Tuesday 21st of April,2020 from a miscellaneous application No.179 of 2020 filed by Hon. Gerald Karuhanga (MP Ntungamo Municipality) halting the disbursement of UGX 10 Billion as was passed by Parliament on the supplementary expenditure for COVID-19 .  The Court Order further directed the Members of Parliament not to spend the disbursed funds in the circumstance that the money had been disbursed after the court had issued the Order.

While appearing to a local media station, the Speaker noted that some of the MPs had approached her requesting for money to fuel their ambulances that are currently under the charge of Ministry of Health. However, a section of the public have questioned why other MPs were receiving the money yet only close to half of the total  number of MPs own ambulances.

The Speaker directed the Attorney General to guide Parliament on the way forward since the Parliamentary Commission had disbursed the money to the MPs saying “ In the circumstance, I direct the Attorney General who is a party to this matter to come to this House and offer guidance as to how  this order can be implemented  because it is confusing.”
