Institutional Limitations for Uganda’s Oil and Gas Sector
Uganda has made laws and policies to govern the oil and gas sector; the laws and policies give specific roles to the different institutions including a system of checks and balances. However the big question is whether these institutions are able to live up to the tasks assigned to them and work within their mandates as required by law and policy. Several institutions still face challenges in adjusting to the oil and gas realities, and many need more personnel and budgets to be able to meet their obligations. This paper assesses the limitations in the Public Finance Bill (PFB) and how these limitations may affect the performance of these institutions.
