COSASE has directed UNRA to submit all the contractual documents for the upgrading of Vurra-Arua- Koboko-Oraba (92km) road by CICO at cost of UGX 138.8bn by close of business Friday this week. This was in a meeting chaired by Abdu Katuntu and the team from UNRA was led by its Executive Director, Allen Kagina and former executive directors, Eng Kimeze Ssebuga and Eng James Okiror.

According to the committee, the documents will be subjected to a legal audit. Some of the documents which UNRA was directed to submit include; the draft contract submitted to the Solicitor General and his recommendations as well as the approved contract.

This was after former UNRA officials failed to explain to the committee the reason and content of page 112 that seem to have been inserted in the final contract as it appears not formatted like the rest of pages prior and after the signing of the contract as per the Auditor General’s engineering audit report of 2013/14.

The committee also resolved to summon the road contractor and National Environment Management Authority(NEMA) to attend tomorrow’s meeting to respond to the audit query regarding its delay to issue permission to the road contractor to carry out stone quarrying. The Auditor General reported that NEMA’s delay to issue an Environment Impact Assessment approval to the contractor led to extension of civil works on the road resulting to UNRA’s payment of UGX 1.84bn for the contractor’s lost time.

Earlier on, before commencing consideration of the engineering audits, UNRA Executive Director submitted to the committee a Due Diligence Report they carried out on all their ongoing road projects as directed by the committee one month back.

The chairperson adjourned the meeting to tomorrow 9am.
