MP Ssewanyana kicked out of Parliament

Speaker of Parliament Rebecca Kadaga yesterday kicked out the Makindye West Member of Parliament Allan Ssewanyana from the Chambers over inappropriate dressing.

This came after  Ssewanyana walked into the Parliament Chambers dressed  in red overalls. Government Chief Whip Ruth Nankabirwa immediately took to the floor raising a point of Order against the MP’s dress code.

 As per the Parliament Rules of Procedure, men are required to dress in suits, pairs of trousers, jackets, shirts and ties. kanzus or safari suits,female legislators are supposed to wear decent blouses, skirts or dresses and jackets while Army representatives are allowed to wear their uniform.

Coming to Ssewanyana’s defence, Opposition Chief Whip Ibrahim Ssemujju Nganda told Parliament that Ssewanyana’s suit was torn during a scuffle on 27th September when security personnel, dressed in civilian clothing raided parliament Chambers and brutally ejected MPs.

However, Speaker Rebecca Kadaga ruled that Ssewanyana vacates the Chambers saying that overalls are not the official attire of the House.

 In the same sitting, Kadaga directed all male MPs on the Opposition side to remove their red caps saying that these were also not provided for under the Rules of Procedure. However, Leader of Opposition noted that some of the caps are traditional and should not be ruled out-of-order.

Background: 

Red caps, ribbons and attires were chosen as a symbol of protest by MPs who are against the proposed amendment of Article 102(b) of the Constitution that caps the presidential age limits between 35 and 75 years.
