Speaker Kadaga calls for immediate implementation of the Traffic and Road Safety Regulations, 2012

The Speaker of Parliament has directed the Minister of Transport to immediately implement the Traffic and Road Safety Regulations, 2012 to make the use of reflectors mandatory. 

 

In a Plenary Sitting on Tuesday 15th September 2020, the Speaker was concerned that Ugandans continued to die of road accident yet the laws were in place. She noted that the implementation of the regulations would help address the concern. 

 

“The Traffic and Road Safety Regulations, 2012 make the use of reflectors mandatory. I, therefore, direct the Minister of Transport to immediately implement the regulations. We cannot be having the regulations peacefully asleep in the Minister’s office as people continue to die.” Said Kadaga.

 

Kadaga informed the August House that the country had in the recent past lost a number of its senior citizens: Mr Festo Karemera, Fr. Gerald Picavet, Amb. Ahmed Ssenyomo, Mr Kitaka Francis Xavier, Stephen Wako ‘a candidate for Kigulu South who died during the primaries’, Mr Shaban Nkutu Muziransa.

 

The Speaker was concerned that two of the deaths mentioned were as a result of road accidents. She added that it was disappointing that note that most of the accidents could be avoided if trailers and Lorries had better visibility. 

 

“Two of these deaths were as a result of road accidents. These accidents and many others could have been avoided if trailers and Lorries had better visibility.” She added. 

The Traffic and Road Safety Regulations, 2012 requires that a vehicle, other than a motorcycle without a side-car or a motor tricycle, shall be fitted with a reflector on each side of the rear of the vehicle at the same height as the longitudinal centre-line of the vehicle and equidistant from each side of the vehicle in compliance with these Regulations.

 

The Speaker in her concluding remarks asked the Minister of Works and Transport to immediately implement the said regulations to help address the concerns of road accidents. 

 

“The Minister of Transport should implement the laws and regulations on the use of reflectors by all vehicles.” Said Kadaga.
