The Constitution Amendment Bill 2019: Committee meets Hon. Niwagaba, mover of the Bill.  

On 22 January, the Committee on legal and Parliamentary Affairs met the mover of the Bill who also serves as the Shadow Attorney General, Hon. Wilfred Niwagaba.  He was accompanied by the delegation from the Office of the Leader of Opposition.

The Bill which is currently before the legal and Parliamentary Affairs committee, seeks to reinstate the Presidential term limits, remove army representation from Parliament, restrict the number of ministers to 21, permit political parties to challenge the Presidential elections, change the name of the Uganda Police Force to Uganda Police Service,  repeal the office of the Resident District Commissioners ( RDC),  repeal the office of the Prime Minister, involve the Judicial Service Commission in the appointment of members of the Electoral Commission,  establish a panel of Speakers  among other key changes.

Debate around constitutional reforms have been divisive and even violent. Previous efforts by the government to move Constitutional reforms on land acquisition were met with overwhelming opposing forcing the Attorney General to withdraw them. The Constitutional reforms to amend remove the age limit were finally settled by the Constitutional law.

Hon Niwagaba’s proposed reforms are equally radical and will be most likely be treated in a partisan manner. We shall follow closely to see how Parliament handles this process.
