Proposal by Government to borrow up to UA 91,700,000 (equivalent to USD 121,961,000) from the African Development Fund for the construction of the South Sudan–Uganda Power Interconnection Project (SSUPIP)

The Government of Uganda seeks to borrow up to UA 91,700,000 (equivalent to USD 121,961,000) from the African Development Fund to finance the construction of the South Sudan–Uganda Power Interconnection Project (SSUPIP). The loan is intended to support the development of cross-border electricity transmission infrastructure linking Uganda and South Sudan, aimed at enhancing regional power trade, improving electricity reliability, and promoting economic integration between the two countries.

The financing will cover the construction of transmission lines, substations, and related infrastructure to facilitate efficient power exchange within the East African Power Pool. The proposed loan will be on concessional terms, with a long repayment period and low interest rates, ensuring sustainability and minimal fiscal burden. This project aligns with Uganda’s Vision 2040 and National Development Plan objectives to expand energy access, promote industrialization, and strengthen regional cooperation in the energy sector.
