On De­cem­ber 3rd 2019, the Deputy Speaker, Rt. Hon. Ja­cob Oulanyah di­rected the Clerk to Par­lia­ment to gazette the Con­sti­tu­tional Amend­ment Bill 2019, by a pri­vate mem­ber, Hon. Wil­fred Ni­wagaba in prepa­ra­tion for its first read­ing.

Hon. Bu­time Tom, the Min­is­ter of Lo­cal Gov­ern­ment, pre­sented a mo­tion on al­ter­ation of bound­aries and de­c­la­ra­tion of cities. Those to ac­quire city sta­tus in­clude; Arua, Gulu, Mbarara, Fort Por­tal, Jinja, Mbale, Masaka, Hoima, En­tebbe, Lira, Naka­songola, Soroti, Ka­bale and Wak­iso.

On De­cem­ber 4th 2019, Hon. Nambeshe John Bap­tist raised a con­cern that over 30 house­holds have been af­fected by the land­slides that oc­curred in East­ern Uganda. He said that most af­fected are those in Busika Sub-County. Par­lia­ment ob­served a mo­ment of si­lence for those who lost their lives.

On De­cem­ber 5th 2019, Hon. Mb­wa­tekamwa moved a mo­tion urg­ing Gov­ern­ment to re­duce taxes on CCTV cam­eras and Au­to­mo­tive Track­ing De­vices. He said more Ugan­dans would wish to in­stall CCTV Cam­eras and own track­ing de­vices in their homes and busi­nesses but the gad­gets are very ex­pen­sive.  Mb­wtek­wamwa’s mo­tion was adopted by Par­lia­ment.

Hon. Atim Beat­rice Any­war raised a con­cern that there is a com­pany called On­line Fi­nance LTD in Kit­gum which ex­torted a lot of money from the cit­i­zens in Kit­gum. She asked the Min­istry of Fi­nance to take ac­tion on that com­pany that car­ried out fraud. Hon. David Ba­hati, the State Min­is­ter for Fi­nance cau­tioned Ugan­dans on fraud­u­lent com­pa­nies which promise them on get­ting re­turns in a very short pe­riod of time. He in­formed Par­lia­ment, that the Min­istry for Fi­nance to­gether with the Min­istry of In­ter­nal Af­fairs shall in­ves­ti­gate the mat­ter and take ac­tion.
