On December 3rd 2019, the Deputy Speaker, Rt. Hon. Jacob Oulanyah directed the Clerk to Parliament to gazette the Constitutional Amendment Bill 2019, by a private member, Hon. Wilfred Niwagaba in preparation for its first reading.
Hon. Butime Tom, the Minister of Local Government, presented a motion on alteration of boundaries and declaration of cities. Those to acquire city status include; Arua, Gulu, Mbarara, Fort Portal, Jinja, Mbale, Masaka, Hoima, Entebbe, Lira, Nakasongola, Soroti, Kabale and Wakiso.
On December 4th 2019, Hon. Nambeshe John Baptist raised a concern that over 30 households have been affected by the landslides that occurred in Eastern Uganda. He said that most affected are those in Busika Sub-County. Parliament observed a moment of silence for those who lost their lives.
On December 5th 2019, Hon. Mbwatekamwa moved a motion urging Government to reduce taxes on CCTV cameras and Automotive Tracking Devices. He said more Ugandans would wish to install CCTV Cameras and own tracking devices in their homes and businesses but the gadgets are very expensive. Mbwtekwamwa’s motion was adopted by Parliament.
Hon. Atim Beatrice Anywar raised a concern that there is a company called Online Finance LTD in Kitgum which extorted a lot of money from the citizens in Kitgum. She asked the Ministry of Finance to take action on that company that carried out fraud. Hon. David Bahati, the State Minister for Finance cautioned Ugandans on fraudulent companies which promise them on getting returns in a very short period of time. He informed Parliament, that the Ministry for Finance together with the Ministry of Internal Affairs shall investigate the matter and take action.
